Witness In Paris Some In 1783, while Benjamin Franklin was ambassador at the court of France, he had occasion to witness in Paris some of the first balloon ascents. To skeptics who asked what use a balloon might ever have, Franklin is said to have answered with the question: "What is the use of a newborn baby?"
