He abolished slavery, reorganized the government of the colony, founded schools and otherwise greatly improved the condition of the island. In 1819 he acquired and founded Singapore and with Joseph Arnold discovered the fungus named in their honor Rafflesia Arnoldi. Ill health compelled his return to England in 1824 and on the voyage the ship caught fire, destroying his natural history collection, manuscripts, drawings, and notes valued at £20,000 to £30,000. He was first president of the Zoological Society. He published History of Java (1817), and Malayan Miscellanies (1820-1822).


Educational and cultural interests are strongly represented. Elementary schools are about evenly divided between public and parochial. In the former group are two junior high schools, and one senior high, with excellent private schools available. Besides these there are St. Anthony's Academy and a branch of the University of California—Santa Barbara College. The college has a fine library with the William Wyles collection of books and documents relating to Lincoln, the Civil War, and the Reconstruction period. The Faulkner Art Gallery, Museum of Art, Museum of Natural History, the County Bowl—a natural amphitheater used in the annual "Old Spanish Days" Festival and other municipal gatherings— all combine with the Courthouse and many old buildings in linking the city's American present with it colonial Spanish past.
